Custodial Sentence Imposed for Fraud Offences

An IT specialist has appeared in the High Court in Edinburgh, where he pleaded guilty to charges of defrauding Dundee City Council out of more than £1 million, reports the Crown Office & Procurator Fiscal Service. He has been sentenced to over five years in prison.

The 52-year-old committed the offences between August 2009 and May 2016, when he used his high level access to the Council’s electronic financial systems to create numerous false invoices, which he had paid into his own accounts to cover gambling debts.

The invoices he generated ranged from nearly £6,000 to more than £27,000 and spanned the seven year period of the fraud. The overall amount obtained totalled £1,065,085. Around £7,000 has so far been returned to the council.

“Mark Conway was convicted of a serious offence – a fraud over a seven year period,” said Nicky Patrick, Procurator Fiscal for Homicide and Major Crime, speaking after the sentence was imposed. “It is a crime made all the more serious due to the trust placed in him by his employers and the transfer of a large amount of city council funds into his own accounts.”

"We welcome the sentence, which reflects the seriousness of the offences,” she added. “When you are in a position of public trust, you will be held accountable.”
